Address by the Minister for Health, Jennifer Carroll MacNeill
- The Minister for Health, Jennifer Carroll MacNeill, addressed the conference with a strong message of support for community pharmacists.
- She thanked them for the care they provide, especially during vulnerable times like the COVID-19 pandemic. Community pharmacy, she said, is central to Sláintecare and "we absolutely need to expand what you do."
- She acknowledged the lack of increases in core pharmacy fees and highlighted the urgent need to reduce administrative burdens. A departmental review of these processes will be undertaken. The Minister noted the tight political reality but reaffirmed commitment to progress. She identified women’s health as a key priority with an important role for pharmacy. Diverse revenue streams and new services make this an exciting time to be a pharmacist.

IPU President, Tom Murray’s Address
- The IPU President Tom Murray thanked all IPU members for coming to the conference.
- Addressing the Minister, Mr. Murray said, “We are willing, able, and ready to deliver. It’s time to move from dialogue to delivery.” He highlighted the critical issue of funding: “The fee structure is the elephant in the room. Without sustainable funding, we cannot maintain the services we currently provide.”
- On the proposed HRT service, he added, “This must work in practice—not just in principle. The proposed fee doesn’t cover the cost and makes the service unviable.” Mr. Murray welcomed the Minister’s recognition that pharmacists deserve a professional fee. “We’re not here to make demands—we’re here to deliver. But that requires fair, transparent, and sustainable remuneration.” He also acknowledged Pamela’s foundational work, saying, “Her efforts have laid the groundwork for much of today’s discussion.”
